Yes, all Cricut cartridges are interchangeable between all Cricut Machines. The original Cricut, the Cricut Create, and the Cricut Expression.

There is no particular cartridge that only does borders, however lots of the cartridges have borders as creative features. If you want to make 12″ border (like a standard sheet of paper) you have to have the Cricut expression.
