Joys of the Season Setting Question

As a new Cricut owner/user, I have a question regarding the Joys of the Season cartridge. When using the CARD function, what setting do you use to cut the LAYERS function and get them the same size? I cut a card using the 5 1/2 inch setting then tried measuring the cut-out portion for the layers but the cut-out measurement was not true to any of the 1/4" increment settings of the machine. Is there a "magic" ratio that will work?

I have had the same problem with the Doodlecharms cartridge. When I try and make a tag the foundation is a different size than the tag even though I set it for the same size as the tag I’ve cut. Would love to know if there are others with the same problem and/or if there is a way to fix the problem.

Yes Ihave run into that problem several times with the potpourri basket cartridge
it would be nice to know what is going on
